No, this is not something that belongs in the data model. It is easy 
enough for any application, including JOSM, to find out whether or not a 
node is a "routing node" in its particular domain. (An application that 
caters to boat or power line operators will probably have a different 
idea about what a "routing node" is than a street navigation program.)
