It's easy to say that when you are behind a DSL pipe. It all sounds very 
generous and inclusive: "We're not discriminating against anyone, we 
support all languages!" when at the same time you're happily 
discriminating against anyone who happens to have a slower Internet 
connection.

Even on a run-off-the-mill German DSL connection with 2 MBit/s, it takes 
25 seconds to even download JOSM, and many rural areas in Germany still 
have nothing better than 384 kBit/s available (making this a two minute 
download). That may be ok if you download it once a week but it isn't ok 
if you have to download it because you want to make quick edit, and 
that's where I want to get. I want to make it possible to have JOSM 
behind the "Edit" button on the OSM web page, so that no matter what 
computer I'm on, no matter whether anyone has bothered to install JOSM 
on that computer, clicking "Edit" will run JOSM for me.
