I have installed and used JOSM behind a 56K modem line before. The issue 
- as Dirk alread noted - was not the JOSM, but the data download.

Anyway, my main interest is to get users up and running as *easy* as 
possible - not having to select any language but simply start working is 
what I want to see.

What you're seeking is a kind of "micro edition". But that's probably 
not something mixed up with the currently available jar meant for 
download/install.
