Hi all!

I would like to upload an updated release of josm plugins to Debian. I
have a few problems with licensing. Could the author of these plugins
please drop a small file in the SVN, writing their name as copyright
holders and clearing the license they use, please?

A file like this should be enough:

-----
PLUGIN foo

This plugins is copyrighted 2008-2009 by Joe Doe <j.doe at email.com>

It is distributed under a GPL-2 license or later <or whatever>
-----

      * measurement: author is Raphael Mack, but the license is not
        specified
      * openvisible: author seems to be Cristoph Dallermassl, but the
        license is not specified
      * usertools: not author nor license are specified

Other plugins I've not packaged for Debian yet could have the same
problem. Please, update it. I'm not trying to put additional burden on
you, but I think it is a good idea within the spirit of Free Software to
clear out what rights are given to who uses a piece of software.
Software without license is, by default, "all rights reserved", and so
it is not free software. :-)

Regards, Giovanni.
