I don't know about your error, but the the so-called
"validator"-plugin does not validate the JOSM-application but the OSM
data and points to possible errors there (which sometimes are none,
basically it checks for common mapping errors (like unconnected
streets) and misspelling, that should be manually controlled buit in
some cases are right though).
