At josm.openstreetmap.de, we only see the "please give me the list of 
all plugins" request. Whether or not the user decides to download or 
update a plugin is something that can only be seen at 
svn.openstreetmap.org or whereever the plugin is loaded from (might also 
be some third-party site).

Also, a plugin that is installed but not updated would not result in any 
such requests - we would have to publish "phantom updates" every now and 
then just to see how many people still have that plugin installed...
