So what about stuffing the plugin list to HTTP request for MOTD?

This could serve two purposes:
- send plugin list to developers so they can make up popularity lists, etc ...
- retrieve plugin-specific MOTD. (if you install validator for
example, you can see messages like "added check X to validator in
version Y")

MOTD is usually retrieved once per JOSM start, so the plugin list
won't be sent out unnecessarily often and there could be also some
benefit to user from sending the correct plugin list :)
