Seems someone changed the shortcut manager. My version made sure the 
"first one" is counted over the complete runtime, not just the current 
session. So the first time JOSM was loaded it had no plugins installed, 
and assigned the core keys, and they stuck...

However, if you kill the shortcut definitions from the config but not 
the plugins, such weird things will happen.
