I cannot comment on this, but JOSM's shortcut handling remains a mystery 
  for my.
All 3 standard modifiers (Alt, Shift, Ctrl) are treated in very 
different ways. It is not possible register a combination of (Ctrl+Alt). 
(It is done anyway, but this hack breaks shortcut handling in case of a 
conflict.)
