Sorry I was not very clear (also i have no privileges to grant svn access):

For the openstreetmap.org svn (including the plugins) see:
http://wiki.openstreetmap.org/wiki/SVN#Getting_Commit_Access
It shouldn't be problem to get an account there.

Access to JOSM core repository is more restricted. (see 
<http://josm.openstreetmap.de/wiki/DevelopersGuide/SVN_Account>)

After a few good patches, it should be much faster to get your changes 
committed, especially some refactoring like you suggest is no problem.
