Hello Werner,

I usually worked on existing plugins with Eclipse. So I don't know if this also applies to Netbeans.

In Eclipse I debugged the plugin project but asked it to start JOSM's main class in the debug configuration.
(I think I always had the plugin installed in JOSM on my development system. Don't know if this has any influence on debugging JOSM with the plugin from Eclipse.)
