[josm-dev] Maxspeed map paint style

I've reassigned the colors on the maxspeed paint style to be more
consistent with the way that JOSM colors GPX tracks.  The alpha values
could use some work still, I sorta with MOR with it in hopes that would
work, but it's too light for some and too dark for others.  DOH!
Anyrate, here it is, give it a shot.
