Thank you for these hints, I installed the reltoolbox plugin, but
unfortunately it doesn't work well (it didn't recognize neither inner nor
outer roles in a simple example with 2 simple outer ways and one closed
inner way, and it didn't sort the members). I have now disabled moving tags
in preferences and it works fine. I would suggest to make this the default
behavior as well. Current behavior encourages to put all tags to one object
(building, amenity, shop, etc.) which should really be avoided for
consistency and to reduce ambiguity.
