[josm-dev] Build without apache-commons-jcs?

Hi,
I am trying to build JOSM rev9329 on RHEL-7 and it fails on
missing apache-commons-jcs
(http://koji.fedoraproject.org/koji/taskinfo?taskID=12577054).
Unfortunately, build that in EPEL-7 seems to be quite
complicated (see the list of missing dependencies in
https://kojipkgs.fedoraproject.org//work/tasks/6502/12576502/root.log),
so I would like to ask whether it could be possible to build
JOSM (perhaps with a bit degraded performance) without that. It
is just some kind of cache, isn't it?
