Server upgrade maintenance & switch to Java 8

Hi,

As discussed in #11390 [1], we will soon upgrade our server to Ubuntu 16.04
LTS and switch at the same time to Java 8.

The planned upgrade is currently scheduled to 16th June 2016 in the
evening, date being subject to change.

Please note that all plugins will require to be recompiled against JDK8. We
will do it for plugins hosted on OSM SVN and JOSM Github repositories.
