Depends on how anal do you want to be. ;-) ['Am Not A Lawyer]

JOSM is GPLv2+ so by the lax (and recommended) interpretation
everything from JOSM is GPL, everything in JOSM is ODbL, and you try
not to include non-free operating system widgets.

If you want to do it full lawyery then you examine everything from
fonts to icons, collect their separate licenses, and determine which
is incompatible, and which are free, and you
start cutting and masking the image. ;-)

Looks ok but you probably didn't mean "imagery in **a** background".
Was the intent "without the operating system environment and widgets"?
