License of JOSM sheenshots

Hi,
So far I used CC-BY-SA for screenshots because that is the license of
the wiki and I thought it would be a good idea to stick to one license.
If I understand the linked resources correctly this is wrong and I must
use something based on GPL. As mentioned in other replies JOSM
screenshots might contain imagery, OSM map data, photos, styles,
annotations, or combinations thereof. Does that mean that a screenshot
with all those elements needs to be licensed under all applicable
licenses, i.e. all at the same time? Is that possible? Let's assume I
have a JOSM (GPL) screenshot with OSM map data (ODbL), a photo
(CC-BY-SA) and annotations (CC0) like
https://wiki.openstreetmap.org/wiki/File:PhotoAdjust_geotagged_layer.png,
what would be the right license? In that particular case the photo is
from JOSM with unclear license (r3261: "got permission to put his test
photo in the repository"). Or does it mean that screenshots cannot be
licensed and thus not published because all the different licenses
cannot be combined?
