*That* will be difficult. I thought it's more accurate to say "Try to
ensure that users of the data contribute back any improvements they make".
People continue to find loopholes in the tax code even though it has been
amended 16,000 times. Yet our license must last for more than a decade...

Are you sure it's not rigged ?
