I could think of a couple of arguments valif in Europe as well.
First of all, it is not very clear that street signs are a "database". There
is no index or way to ask "where is Main Street in Small Town".
It could also be argued that naming streets is part of a legislative
process.
The fact that it is common sense, is not something I would trust.
