At least in Spain, we got a nation-wide registry of street names (for 
electoral purposes). The guys maintaning it do not care much for licensing, 
anyway, so there's no point in asking an opinion over the issue of DB 
protection.

Indeed. In that case, our laws basically place that information on the public 
domain (somebody in talk-es already checked with a township). The problem is, 
the list that is *officially* published is in the public domain, but a 
compilation of all official street names lists may be covered under the DB 
directive. Depending on your jurisdiction, YMMV.
