[Legal-general] Which approach would be the best to import data into PD database?

I have set up a local OSM database and I'd like to start populating it with
coastlines, public domain streets etc. I can then release the result to
public domain and upload it to the new file repository.

What would be the best approach to start populating it?

1. Start from scratch, importing data from public coastline sources and
TIGER and other public sources
  + no holes in data (touched by SA contributors)
  + data quality could be improved (TIGER with house numbers etc)
  - several sources -> a lot work?
  - less data than currently in OSM
2. Import data from OSM without SA contributed data
  + only one data source
  - quality of data cannot be improved
  - holes in data (SA contributors)

Does anyone know how big holes the coastline has? What about TIGER data?
