I know of a number of projects that aren't getting enough resources.
dev.openstreetmap.de is a 16GB quad core opteron running at full
capacity day and night. It hosts projects like tagwatch, All-In-One
Garmin maps, Gosmore precompiled maps and a number of more German
oriented projects. Many of them run on a Europe only basis, or do not
process the complete planet every week. That means a lot of Americans
do not make any contributions because there is not expectation that
the data will soon come back to them in an east to use format. The
tile server is overloaded, and so on.
Perhaps the problem can be reduced by changing priorities or by
recoding things in C, but the former requires bold sys-admins and the
latter requires coding skills.
