[Legal-general] A PD map can be dual, triple or multi-licensed (legal documents)

Hi,

I was thinking the other day which legal document would be chosen for a
public domain map.(I hoped personally it would be under
CC0-1.0-Universal http://creativecommons.org/publicdomain/zero/1.0/).
Solution is simple: Give data under multiple licenses.

This new "PublicDomainMap(PDM)", its data could be licensed under
multiple licenses/legal documents, in case one or some of them turns out
invalid.(not giving everyone rights identical to Public Domain)

Thus the Public Domain map project could be for example multilicensed
under "WTFPD or later" and "CC0-1.0-Universal or later"

My thoughts,
