Last time I looked the Creative Commons licenses did not have the following
clause:

"You can use a CC-BY-SA licensed work under any license of your choosing, as
long as you can't contact the license holder".

It is that simple, if we can't contact the licensee then we can't use their
work under a different license however much we'd like to.
