I can't use any BY-SA data in my work because I can't ask the client to
SA work they have paid me for and expect them to understand what this
means and agree that it is a good idea. It's hard enough to persuade
them that it's OK to use linux on their servers.

What about if they want to use the map in a private staff manual?

The main problem is not that they can't use the map, it's that they
don't know that they certainly can use the map. The license doesn't make
it clear enough - they will always fear they have some future need for
the map, that they can't do.

I can't persuade them, because it's easier for them to find another
designer than it is for them to listen. Big corporates are like that.
It's hard enough to persuade them to use Linux as a web server. "But we
don't have any in house developers!" I can't do SA. I would have to use
another data source.

I could put up signs in the university saying "Map data copyright Open
Street Map - www.openstreetmap.org" in small writing at the bottom. Some
people (students, staff etc.) might wonder what that is, and might
become OSM users. For me to do this requires 2 things:

1. OSM must be the copyright holder of their data.
2. I need a non SA license.

As an exercise, why don't you write a letter to a major organisation
asking them to use OSM data? See what they say. I'd suggest BBC News, or
a local council. Don't use anyone who has had any contact with the
project before.
