Because if you do and there is a reasonable way of attributing then you 
will be in trouble.

You can ask contributors to waive attribution.

You can ask contributors to allow the project to get attribution instead 
of them.

You can assign copyright.

You can use a license link.

So there are lots of ways of making sure that the attribution block 
isn't bigger than the map. :-)
