Not really, no - the above quoted paragraph wasn't part of the rule,
just random musings to encourage debate.

Vandalism is where you deliberately make the map less like reality,
rather than more like reality. The vandalism comment really belongs in a
whole separate thread.

My intention was that any edit that happens before the vote is announced
qualifies you, no matter how minor, but not an edit that happens after.
