[OSM-legal-talk] ODL-factual vs. PD

Hi,

I don't quite understand the difference between ODL-factual[1] and Public 
Domain[2].

I mean, what would be different if, instead of ODL-DB + ODL-factual, we used 
ODL-DB + PD ???
