I don't follow your argument. Use Cases and Validating against Use Cases
seems an entirely appropriate method to ensuring that we end up with
something fit for purpose. It is a technique that will be familiar to most
software developers which is a bonus.

I am keen that the purposes for which the data can legally used are made
very clear (using Use Cases).

I am keen that we don't inadvertently allow data to be 'bled' from the
project is ways that isn't useful to the project (hence the 'Bad Map Co' Use
Cases). There is a balance to be made between allowing things that we want,
while stopping things we don't want. This is particularly tricky around
Derivate Works and Collective works; too open and Bad Map Co will run off
with our work, to tight and we can't make Collective Works which would make
the project much less interesting for my company. I will be interested to
see how this balance is struck

I am keen that the final licence agreement is checked by independent
competent lawyers drawn from our target commercial user community. Otherwise
we won't have tested to licence effectively.

We should make sure that a good job is done, if money is required then it
needs to be found.

Regards,

Peter
