Please note that the data license agreements of Navteq data (the same
applies to TeleAtlas data) does not allow comparisons, although this
restriction is expressed indirectly.
Extract from default NT DLA:
Client shall not:
A. make any modificatlons, adaptations, or alterations of or to the Data
(collectively "Modifications") or associate or add any data to or in
combination with the Data (collectively "Additions"), without NT's
prior written approval.
In this case you "add data" to perform the comparison.
