As does OSM's existing CC-BY-SA 2.0 licence.

Which means that it's possible to upgrade from a licence that covers the 
DB right to one that doesn't in some jurisdictions.

And the BY-SA 3.0 licence allows CC to declare "compatible" licences 
that derivatives could be relicenced to. They haven't yet, but if they 
ever did even derivatives of CC-BY-SA 2.0 work could be placed under 
another licence.
