Maybe I should comment on this before we go to far astray.
The country which Lukas is referring to just happens to have no database
protection statutes specifically no sui generis database protection.
Given that the EU only offers such protection to databases from foreign
entities if the country of creation provides similar rights so for
Lukas question that part of the discussion is not relevant.
I would consider 1) very iffy because the terms of use of the websites
tend to not allow such use (and even if they coudn't be enforced you
would likely run afoul of fair competition law etc.), further access to
data on/from the cantonal and federal websites is subject to specific
legislation (which in some cases does allow free access and use, but you
need to verify that beforehand).
2a obviously OK IMHO, 2.b see above. Note 2a does not imply that you can
use google search results for that, but the relevant organisations own
website.
3 is naturally OK if we are really talking about first hand knowledge.
4 a website run by the organisation in question is IMHO completely OK,
FB and similar probably not, because FB etc. own the commercial
exploitation rights to the information presented (in the context of FB)
and their ToS likely don't allow extraction.
