Hmm... but doesn't this violate "Horizontal Layers" Guideline?

Let's say you're creating a map of Western, taking roads from OSM in Germany and houses from proprietary data from all other countries, since OSM is incomplete here. Isn't this a mixture on the same layer?

I think, there's no difference in this guideline between small and large scale.
