[OSM-legal-talk] About licensing of some open-source municipal data

Hello. I've recently seen that a municipality has given its data on
https://acikveri.bizizmir.com/ under CC-BY 4.0 . It also has good data, I
think it may be used for import, or use as a reference. However, due to its
incompatibility because of CC-BY SA terms, they should sign a permission
file, according to this:
https://blog.openstreetmap.org/2017/03/17/use-of-cc-by-data/ . However, due
to here is not any local representative of OSM Foundation (and the form on
the blog post says "local representative"), what should I do? Should
someone from the OSM Foundation ask this permission, or something like that?
