mentions "Local OSM representative" - not "OSMF representative"
That means that any mapper can do that, note that permission is not
limited to a specific mapper but applies to everyone.
"Local OSM representative" is used instead of "random mapper"
to present it in a formal/serious way and to avoid scaring away
whoever would be signing waiver.
