I suspect that you are referring to

*Enhancements*

Added data about Kreis and Land for each Post code, based onBKG data  <https://public.opendatasoft.com/explore/dataset/georef-germany-kreis-millesime>  underData licence Germany - attribution - 2.0  <https://www.govdata.de/dl-de/by-2-0>.

and that the question is to the licence of the combined dataset? This is 
not the same as asking if this data could be used in OSM.

IMHO this is probably covered by 
https://osmfoundation.org/wiki/Licence/Community_Guidelines/Collective_Database_Guideline_Guideline, 
the question is essentially if the additional information is an 
"independent" database. But assuming that it is, there would be no issue 
with distributing the combined dataset, users would simply have to 
adhere to both licences.
