[Local-chapters] OSM Local Chapters meeting - Dail in codes

Hi all,

The meeting was a bit sparse - only three people. Nonetheless, we discussed 
what the chapters require from OSMF, and what the OSMF requires from 
chapters. See:

However, the voices of the rest of the chapters are missing. Please mark 
january 6th in your calendars as the date of the next meeting. Let's have a 
clear idea of what a OSMF chapter needs to be.

*Please* check that the status of your chapter is OK, and add any needed 
information. I do think that there are more incorporated entities than we 
currently are aware of.
