[Local-chapters] Local Chapter vs Foundation: who's doing what?

I see the OSM Foundation at least in charge of:
1) Giving technological support to the project (API, Database, Servers,
Wiki, Mailing Lists, etc.)
2) Organizing the State of The Map conference
3) Taking care of global issues like the License discussion
4) Managing international donations like the Open Society Institute SoTM
Scholarship
5) Coordinating the efforts between various Local Chapters
