[Local-chapters] Starting Over

Good point.

The primary goal of the local chapters program is to support local 
organizations that share the foundation's mission - support for open 
geodata and the OpenStreetMap project - by allowing them to officially 
represent the project when talking to governments, businesses, 
journalists, etc.

Another goal is to increase participation and to have a democratic 
structure with OSM users from everywhere represented in the foundation. 
At the board meeting we discussed that we will need to think about 
different structures than ones based on individual membership.

What are the goals of the local chapters? What do they expect from the 
foundation?
