This is much better, in my opinion. Thank you fir putting this together

One wording change I suggest is about chapter structure:

Rather than "we have a strong preference that the local chapter is an  
independent organisation..."

"Preferably, the local chapter is an independent organisation, however  
the local chapter may be a subset of a larger organisation (if  
necessary)"

I'm not sure if "if necessary" is the beat wording here. There may be  
cases where it's not totally necessary but very much advantageous to  
join forces with a similar group in some place
