My take on this is that the guidelines make sense in any case.
At the current point in time my best guess is that we are unlikely to
fundamentally change the membership process in the OSMF or pursue any
other larger structural change. As a consequence I expect that the
original idea to put contractual relationships with the local chapters
in place will remain valid.
Not being active in the organisation at the time, the following is
hearsay: it seems that the local chapters had significant issues with
the proposed contracts and none where actually executed. Looking at the
one draft available it does seem to expect things from local
organisations that the OSMF itself is unable to provide.
Naturally none of this is going to improve with time, my goal for 2013
would be to
- have a framework in place for the LC - OSMF relationship
- have contracts in place with all existing local chapters that are
interested
