Why not just adopt the affiliated organizations model used by the Wikimedia
movement:?

Basically there are 3 OSM organization types (not counting movement
partners which are not necessarily aimed at OSM, such as OKFN): (1) local
chapters, (2) thematic organizations, and (3) user groups. For instance,
HOT is the quintessential thematic organization.
