[Mailman] Senegal mailing list

Hello.

 I came back a few weeks ago from an internship in Senegal with the Humanitarian OpenStreetMap Team.

 During the time we spent there we did a lot of workshops and presentations on OSM and gathered around 120 e-mail addresses from the local participants.

 We would like to create a talk-sn mailing list, so all those people can coordinate their work on OSM easier.

 Could you please tell me how to proceed or who to contact in order to create this list ?
