[Mailman] Creating a Pacific mailing list

Kamusta and kia ora!

We OSM and OSGeo folks here in Oceania would like to create an OSM mailing
list for and by Pacific peoples. I am currently unauthorised to do this,
but maybe you can help us. I am a registered and active member of both OSMF
and OSGeo Oceania.
