[Mailman] Creating a Pacific mailing list

Hi Michael Collinson,

Hope this emails finds you well,

Sorry that we didn't reach the most efficient way (just realized we 
didn't send to the right email adress), so we (David and I) would like 
to open a new list for and by Pacific peoples. There is currently no 
list for us in our islands.

Could you help us with that?
