[Mailman] [urgent] querying on join the mailing list

Dear OSM community,

I am writing to query that how can I become a member of the mailing list here on this page: https://lists.openstreetmap.org/listinfo .
As I need to mail the community to discuss import plan regarding three countries, Liberia, Bangladesh and Dominican Republic. It is said in the guidance page that I need to join the mailing list first.
