I think yes, as no really working other way was provided. I support
that (at least partially) in my mapcss-to-mapnik converter.

Also I think that a way of writing
way{stroke-parameters-1} {other-stroke-parematers...}
should be deprecated, as there are too many ways to cascade such things.
