I don't know if it is up to 3rd parties to do such tools, but there is a
fact that remains. Most OSM people are just volunteers who don't necessarily
have the time to put a huge amount of effort in making a tool. While there
are some people capable of it, it is more difficult to do this in a
sustained manner as you have to do it in your free time. As you probably
notice, life happens and sometimes you come back and see some pointless
discussion in tree lined roads (which is healthy to some extent). I think
that many off the major technical contributors are actually linked to OSM
due to their work allowing them to do things more efficiently.

Indeed, for a company, it is a waste of money to pour money on a project
that might be competing with a community oriented project. The problem that
we are seeing here is really something that is important for the future of
OSM and we need to make sure that at least our first draft addresses the
basic need that we have.
Frederik suggestions in terms of database is very wise. You can't really do
anything useful with the schemas currently available without some serious
amount of power. Performance will always be potentially a problem. I think
we are all trying to solve this issue very hard as it is never fun to have
imports that takes ages before we can do anything.
