At this case, I more or less see how it can be fixed. 	Part of the
work can be done by hands, some can be automated, such as conversion
of name tag to  addr:*.  After main fixes I can use  keepitright, some
tools from geofabrik etc to verify result.

But I think here we have a problem  that there is no simple way to see
what was before the import.
At least we have it was when we discussed the import of Volgograd (all
other data was deleted before import) Not always possible to find a
suitable dump.
To do this we only have a potlatch, but there is a tool "U" is not
very convenient in this case.
May be worthwhile to have a tool that not only could roll back the
changeset (I heard something about revert.pl), but could simply take
all deleted data in a certain area.

PS: Maybe I just do not know about the existence of some tools.
