  http://wiki.openstreetmap.org/index.php/Map_Features has nodes
  being marked with highway=traffic_signals for the former, and
  http://wiki.openstreetmap.org/index.php/Key:access has maxspeed=48
  for indicating a 48km/hr speed limit (note that it's km, not
  miles!)
